Proposed Buy America Change May Hinder The Job Growth And Investment It Intends To Create

February 10, 2026

WASHINGTON, D.C.—The Zero Emission Transportation Association’s Executive Director, Albert Gore, issued this statement following the release of the U.S. Department of Transportation’s proposal to raise Buy America content requirements for federally-funded EV charging stations from 55 percent to up to 100 percent of the cost of all components.

“As with other industries, the supply chain for EV charging infrastructure is complex and requires sourcing diversification. While Buy America requirements may encourage the growth of a domestic supply chain and manufacturing base over time, a sudden change in policy can undermine the hard work and investments made to date. The U.S. Department of Transportation’s proposal to increase the Buy America content requirement for federally-funded EV charging stations from 55 percent to up to 100 percent of the cost of all components is such a change. By creating unreasonable standards and regulatory uncertainty for domestic manufacturers, such actions may cause supply chain disruptions, drive up costs, or cede market share to international competitors.

“This proposal does not meet industry where it is today and may discourage further investment in the production of U.S.-made EV chargers. Ultimately, this will hinder the job growth that Buy America is intended to create.”
