ZETA Comment on EPA Proposed Rule to Include Renewable Electricity (eRINs) Under the Renewable Fuel Standard

Environmental Protection Agency

February 13, 2023

On December 1, 2022, EPA announced a proposed rule to establish required Renewable Fuel Standard (RFS) volumes and percentage standards for 2023, 2024, and 2025, as well as to propose a series of important modifications to strengthen and expand the RFS program. Additionally, the proposed rule includes regulatory changes to prescribe how Renewable Identification Numbers from renewable electricity (eRINs) would be generated and managed under the RFS program. This update to the RFS would allow parties to register with EPA and generate eRINs produced from qualifying renewable biomass used as transportation fuel. ZETA submitted the following comments to EPA urging the agency to listen to all parties in the EV ecosystem and to ensure that the benefits from the eRIN program extend to the full EV supply chain. ZETA also provided specific recommendations on how the eRIN program could be strengthened in ways that would ensure maximum benefit while preserving programmatic integrity. Full Text Here.
