ZETA Summary of DOE Proposed Rule to Coordinate Federal Authorizations for Electric Transmission Facilities

On August 16, 2023 the Department of Energy announced a proposed rule that, if finalized, would break from high voltage transmission permitting procedures to streamline federal approvals and environmental reviews and improve interagency collaboration. The proposed rule:

● Establishes CITAP Program

● Modifies the existing IIP to require the provision of resource reports and publicengagement plans.

● Makes the IIP Process mandatory for CITAP participation.

● Requires that federal environmental reviews and authorizations are completed in twoyears.

● Allows DOE to set intermediate milestones and deadlines for these Federalauthorizations.

● Establishes DOE as the lead agency for NEPA analysis.
