WASHINGTON, D.C.—The Zero Emission Transportation Association’s Executive Director, Albert Gore, issued the following statement in response to President Donald Trump’s signing of resolutions ending California’s ability to set stricter clean vehicle standards:
“Today’s revocation of California’s ability to make its own state policy on air quality overturns a right signed into law by President Nixon and expanded under President Bush. The waiver authority has been a benchmark state right for almost sixty years. As of 2025, California has used this right more than 100 times to set its own air quality standards. It has been consistently upheld in federal law not only because of its success in dealing with a major local air pollution problem for the last half century, but also as a positive example of cooperative federalism and the importance of balancing state and federal authority in delivering the best policy outcomes for citizens. Using the Congressional Review Act to overturn a state regulation sets a dangerous precedent that risks shifting that balance away from states’ rights to govern themselves.
“Despite the move today to uproot progress advancing vehicle technologies, America’s electric vehicle and battery supply chains will continue to grow and spur job creation and economic development across our country. ZETA will continue to support these impactful investments as well as the policies set by states that help protect our environment from the dangers of toxic emissions threatening the health of our families and communities for generations.”
