Pat Halpin
Regulatory Director and General Counsel
Pat Halpin is an experienced legal advisor with over a decade practicing a variety of transportation, environmental law, and in-house counsel issues. He served at the U.S. Department of Transportation for over 10 years, working for multiple modal administrations and in the Office of The Secretary. While at DOT, his work focused on administrative law, intellectual property, and environmental law, advising senior leadership on high-stakes legal matters. Most recently he served as the Deputy Assistant Chief Counsel at the Pipeline and Hazardous Materials Safety Administration (PHMSA), where he led the General Law Division. Prior to DOT, Pat worked in the U.S. Senate in the Office of The Assistant Majority Leader. He has also held positions in the White House Office of Science and Technology Policy and the U.S. Department of Justice. In addition to his Federal sector experience, Pat served as general counsel to multiple startups, guiding them through early-stage growth, regulatory compliance, and acquisition. Pat holds a J.D. from The Catholic University of America Columbus School of Law and a B.A. in Political Science from the University of Richmond. He is a member of the Virginia Bar. Pat lives in Manassas, VA with his wife and son.
